that's because the cop went to try and grab it from the looks of it.
Everyone should know you never go and try and grab at someone else's dog (especially in that kind of situation).

This video is out of context.

That idiot got his own dog killed. A lot of comments across the web mourn the dog's death; however they disregard the fact that the owner is fully responsible. It's a very sad situation, but it all could of easily been avoided if he just drove away and minded his own business. He pulls up, blocks the intersection with music blaring, and when the police look at him and motion him along he parks, turns the music up even louder gets out and starts filming. He gets very close to their cars and is verbally harassing the officers. This guy wanted the police to do something to him, and his dog unfortunately paid for it.
