if it is his brother which it most likely is since i can only see Madra being surprised by this which he was that's why he allowed Kabuto to join instead of kicking his ass, But thinking back a little if it was his brother wouldn't he have no eyes making the reanimation pretty useless in a fight since it wouldn't be able to see, It was probably just a scare tactic since it seems Kabuto has a plan up his sleeve.
