iono i think garp is in the revolution army with his son but playing spy and such .

until the marines killed ace he was able to stick it out attacking a fee pirates here and there. he seems like to good of a person to be in such a corrupt organization i think he joined all full of heart all about it then started seeing the things that go on and decided to rebel hell he could of founded the revolution and then had his son take over

i think once they killed ace he decided enough was enough and he couldn't take being in it any more and left and stopped playing double agent

this is just my opinion it just makes the most sense to me

i mean i dont see garp looking the other way at slave trading and killing of 100's of innocent people
