I think he was just being overprotective due to the promise with Ace. He must know about the drugs and that Hodi will be a very dangerous opponent.

It could have something to due with other consequences different than pure strength. Maybe he knew fighting Hodi will somehow result in trouble for Fishman Island (thus the destruction prophecy).

Yup. I was surprised that they decided to literally use them as hostages though instead of trying to diffuse the situation. You think once you have neptune and his guards at your complete mercy, explaining the situation fully and then releasing them again might earn their trust.

The alternative they chose pits all of fishman island against them.
