no, hodi isnt a df user from what we know

van might be afraid because of hodi's strength

no one puts on a glove for a handshake because they're afraid that their hand is going to be squished.

i think he was putting on the glove to be able to isolate his body from the sea, because without it he would be exposed to the sea and with a df, he would be incapascitated.

but it looks like his arm is touching the sea directly, so i dunno
