Lava.
It's pretty straightforward actually. Lava is just gooey molten rock, and it can get to be 100,000 times more viscous than water can. It's pretty understandable that it will smother fire in this instance.
They are natural enemies, with lava being the superior. Sakazuki even announces Lava's superiority before his attack, and this foreknowledge makes Ace's sacrifice no less heroic.
Which one is "hotter" doesn't even play a roll. Oh, and even though technically fire is
capable of reaching higher temperatures than lava, the fact that ace got burned by Sakazuki most likely shows that Ace's fire can't reach those temperatures.

In terms of the newest chapter.
Yeah. Luffy would manage to go out and find trouble. I'm just shocked Zoro stayed out of trouble before Luffy did and that he made it up early enough to enjoy a beer before anybody even go there.
