What emotional control? Azula still used lightning when she was crazy.
You can see mako use it 3-4 times while using it. But don't forget that the first time he used it was in a factory and we can assume that job wasn't "oh thanks for redirecting the lightning one time"

Also, I don't think mastering lightning made blue flames, when did it say that?
Iroh, was the first to penetrate the walls of basingse but left because of the loss of his son. So it showed that the wall wasn't impossible, it was just that nobody tried to attempt it after that and the earth kingdom self proclaimed it.
I mean, if Azula can "sneak" a stupid giant machine to drill a hole into the wall and the earth kingdom doesn't see it. OBVIOUSLY you can sneak a giant amount of ppl too into the city.
Like the team avatar can get in basingse with no hassle then why can't the fire nation sneak in too like zuko + iroh did.
No for blue fire, you need to master lightning and to master lightning, you need total emotional control.
Just cause he shoots lightning doesn't mean he has it mastered.
In raw sheer power, they would be equal.
But if Azula was sane and fought like she used to (with strategy and wits) she would easily be the strongest.
She bested aang on multiple occasions.
Also the creators said blue flame burn the hottest and Iroh said to have blue flames, you need to master lightning bending. Which as far as we've seen only Azula has.

Also from the video, you can see zuko's flame and azula's flame being equal.
I believe the blue flame is nothing but exerting the fire's intensity more than normal to show class but doesn't affect the power of it.
Since zuko learned the art of fire bending from dragons, his flame never changed color. Azula was a daddy's girl, so she tried to be favored the most, so she tried extra hard, so its not unbelievable that that happened.
Zuko only accepted Azula to a 1v1 because he said something seemed "off"(wasn't sane) about her. That is why they brought Katara so they could 2v1.
Also because this is a kid's show (meaning good will always beat evil) show, if azula was powering up while team avatar was, she would stay on top. But they got the bending from the dragons while Zuko stayed the same.
