I'll just go with blind.

If you read the manga, and the articl(s) on ANN, CR, AN, etc. put out about the animators before s2, they made it that "bad animation" for a laughing reason.

She draws it the same way they animate it, even with the still frames shown over and over, same face expersions, etc. She did it in Sumomomo Momomo also.

Sounds like a horrible excuse to satisfy the viewers.
