from what i've seen/heard the scissors and needle killing good current users are related to their original users (ancestors)
so i don't think just anyone can use them.

he was fighting for whole 10 minutes a rope, without even trying to cut it.
i mean he has those scissors which can cut through EVERYTHING, why the f*** doesnt he cut the rope? dumb anime..

He won't kill anyone with those scissors, he doesn't want kill with those. But I think that if the cute girl is in danger he will kill.
He just wants to be himself so he cut hair of the girl.

the killing goods are unbreakable, i believe they said that somewhere at the beginning.
That rope is part of the Rulebook good therefore cannot be cut.

should pay attention more XD

Also i believe it only truly kills a person if he's actually guilty of the crime/s he's being judged for, think i recall Rulebooks author saying something to that effect (not guilty = you just pass out like his Instead does)

could you explain me what an '' Instead '' is again?

That is true, he could kill him when he's passed out but Rulebook seems to care about justice in a way (though a bit twisted) so i don't think he would.
