I had really hoped they would make Matsumuto and Hinamor would do a little more with Allon would be worked up a bit more than what it was...

Filler is stuff that isn't part of the actual story. Just stuff put in there so the anime doesn't catch up to the manga.

The bount arc was a filler, as well as the one with captain amagai, and all those random funny episodes they put in that have nohting to do with the real plot.
