Uh, there weren't any promotions for sure. The vice captains pictured are just there to assist their captains. There are no solo Vice captains present, it's just logical, as the second strongest rank in soul society, that they would be there to assist if possible.
i just hope yamamoto and uruhara do some interesting things, like actually fight. And the 2 captains with 2 swords, like to see them fight too.
