hmm Special A

I'm looking for a manga/anime (prefer manga but will watch an anime if it looks really good) that has a character like this:

-preferably female
-is very eccentric (being an otaku doesn't count )
-doesn't have to be the main character but must show up a good amount of times
-is kind

If someone can find something that takes place in a realistic school setting and has romance, my gratitude would be beyond words.

female lead and also nice female side character ( schoolstudent)
eccentric to say the least
is very kind (bit naive as well)
has a little bit of romance, but loads of comedy

its a real good show for 10/10 story, moderate action, Loveable character, and great visual scenery
