Yeah but my guess would be that Jairaya was caught off guard since it was naruto. He most likely wasnt expecting an attack from him. Plus he would just try to stop him not run away or fight back
And what you say about tsunade goes for just about anyone it doesn't make sense. Take away madaras abilities and his space time ninjutsu and what do you have?... a nobody as well.

Edit: All im saying is we haven't seen enough of her abilities in an actual fight to judge tsunade
One on One I think their strength would be - Orochimaru, Jiraiya, Tsunade
in that order
