I just rewatched the episode. Smoker commented on how the rain ruined the marines gunpowder (saving Merry from destruction), the lightning saved luffy, and the Westward gust gave the strawhats a perfect tailwind to escape with to the grand line. He finally mentioned that it seemed like the heavens itself were protecting him.

The only appearance of dragon in the whole episode was at the very end elsewhere in the city, calling it a "storm of destiny".

The only interference dragon plays is with stopping smoker from finishing Luffy.

I watched the next episode too. Dragon definitely has a power, but it appears different from the storm itself.

He used a green wave that blew luffy and everyone back to the harbor during the final encounter with smoker. The green wave also smashed the cannons on the cliff that would of gave luffy difficulty escaping.

But again, this was distinctly green and had a heat wave appearance to it. Radically different from the storm.

I'd also like to add that Smoker also draws parallels between Gol D. Roger being executed 22 years ago and smiling on the platform. And on the same day today, Luffy comes and has his own show on the very same platform, announcing he will become the pirate king and smiling before his own execution.
