why would oda make it so that arlong was able to power up even more than them?

the fact they're in the water means arlong only has to fight a couple members if he plays it smartly

and one of the people that he wouldn't fight would be luffy if he did that.

and sure it might have been lame, but to think that some early dude powered up and can challenge someone who has defeated multiple shichibukais is just stupid.
and to have him power up at a greater rate than luffy, who has been fighting in all these insane battles and training with one of the strongest characters in the entire one piece world for 2 years?
