kuvira is a dictator and hes the one that caused it so maybe guilt?

they imprisoned zaheer physically.. but he can still escape to the spirit world mentally. perhaps he can find a way to escape from there

Well that was interesting. So Zaheer is experiencing growth after all. I'm sure he'll reflect upon how his actions paved the way to even worse repression, but I wonder if he's going to see how the so called freedom the people had before kuvira reconquered the London was making people miserable and begging for new masters
