hm.. i rewatched their battle and found the reason to this..
true, tousen did lose, but zaraki would've lost if tousen hadn't given him so much time to think of strategies and a way to defeat him.....tousen was getting too cocky and was slashing him left and right but not aiming for his vital organs so that he could brag some more...... but during the fight zaraki lost hope as well, but then he sat down and thought of what he could do etc and found a way..... if tousen had just aimed straight for his vital organs zaraki would've died easily, however he stalled.... meanwhile during the current pendulum arc, tousen sneak-attacked his enemies crucial areas straight away leaving no time for them to retaliate or realize what's going on... this is the difference between the two battles..... overall tousen's bankai is overpowered and an ultimate weapon for sneak attacks....even komamura says "i'm not as kind as tousen" meaning tousen was too lenient during the battle.

Very good point; however, if Tousen encounters a very skilled captain such as Byakuya or Yamamoto, he may lose.
Keep in mind, some captains are quick thinkers, while others are not (Zaraki)
