Prophecy doesn't mean there is already someone on Earth.
A prophecy can exist before the person it refers to isn't even born yet.

On par doesn't necessarily have to mean equal. For Boros, he was by far the strongest known entity in his galaxy. Saitama is the same. In terms of abilities relative to everyone else, they are on par with one another, Saitama is just much stronger when specifically comparing the two. Although I am also sure that some meaning was lost in translation and I cannot speak Japanese so I don't know what they were actually trying to say :P
