Yes, it was an imperfect jutsu until he attained the sharingan.

I am greatly saddened that Gai has not recovered yet and do Hope spam 8 Gates is Incoming who else could keep up with these 3 demigods.(the 4 hokages seem like they will though)

Of course he can the eye only made it so he could react to the counter if he missed chidori/raikiri. Eye probably made it so he upped his chance of successfully hitting too.

The 3rd raikage + a plethora of others could use chidori without sharingan I mean the 3rd kind of already used it I forget what his attack is called.



Hrm I mean he cant copy anymore but it shouldnt take away from what he has already done. The name and all those jutsu should still exist its basically he used the sharingan to "copy" them to his memory. The professor or 3rd hokage just did it from his mind alone.
