Remember, Puck claims to be Emelia's mother, so I think her wrathful decision is appropriate. The idea that Puck is Wrath makes more sense in this light. If she were forced by contract, that wouldn't be wrath at all.

Puck never claims to be Emilia's mother or anything.
also Puck is apparently male.
he just likes to refer to Emilia as "my daughter" (it's kind of a playful like thing i believe)
since he's likely much older than she and protects her in various ways (magic, and by judging people intent like he did with Subaru)
so he's kind of like a parental figure in a way.
