edit: if you think about it, the strawhats haven't spent too much time fighting other pirates
The major arcs were
Arlong
Alabasta
Sky island
Enies Lobby
Thriller Bark
and just finished was Impel down
arlong was about pirates, but alabasta was a mix of people with an EX-pirate at the head, sky island had no pirates IIRC, enies lobby was against the marines, Thriller bark was 1 ex-pirate (shichibukai) and a group of other people who may or may not have been pirates, and impel down was ofc a mix of everything.
Aside from side arcs and minor scuttles in towns, a well known pirate crew is not often the main villain.
Which might change in the new world, they are running out of marines and independents to fight....
