I think he means inheritance like he wasn't born with a sage/biiju/OP thing within him that makes him super powerful. He worked hard for it and even though his dad taught it to him, it wasn't something he was born with the ability to do. And the condition isn't necessary to use it I think... his dad said "only use it to protect others" because the lesson is that life is only worth giving up for others, not yourself.

after giving it more thought i can add oro/itachi/minato/hiruzen/tobirama/izuna. with the uchiha and senju yeah they had it but its clear you can get fodder even being born a uchiha or senju, like the sage said parents success/abilities dont necessarily mean the child will be the same. probably more but again i still say none could do what gai did and what it seems he is about to do.
