I'm pretty sure Gai can use ninjutsu. Probably just couldn't when he was a kid.

Im saying what his dad said. gai didnt mention this outside of i was just like you when i was younger lee. I guess i should have assumed that is what he meant. Lee is able to sense and use chakra to hang on trees(i assume) and stand on water so i guess it takes time lol i dunno.
