i think he was saying that in 2 seperate ideas.
1. everyone wants to see him use it in a war - meaning, i assume, in a serious fight.
2. he admits luffy used it before.

however, during the war, didnt he use it when he shouted and stopped everyone when he thought they were executing ace?
i seem to recall that sengoku commented on it.
i'd find the exact page, but im on dial up internet right now, and that would take forever

yeah, he released Haōushoku haki during the war.
unless you meant one of the other types, and using it knowingly
