NEVER TRACE you don't really learn anything from it, best bet would be to use a reference image and simply look at it and try to draw it free hand for practice, Use Shapes to determine the basic body proportions for sketches etc....
There's plenty of Tutorials and How To's out there that provide info on such technique's (Deviant Art, Youtube, or just plain google are some good sources).
there's also plenty of books but it would be best to talk to ppl who could recommend them.

Drawing on paper would be the best step before moving onto the Tablet, Wacom offers a great selection and they work nice and are fairly cheep in price.
Programs like PhotoShop or Paint Tool SAI are quite popular when it comes to digital art.

might be helpful to ask in the Graphic Design SF, http://forums.d2jsp.org/forum.php?f=105&o=0
There's a few artists that are there that might give you some tips, or point you in the direction of some nice info as well.

imo it's hard to believe that this picture isn't a trace, To much similarities between it and the original.
Not to mention a lot of the brush strokes are exactly the same in shape and size.

sry if i sound like a dick, still a nice picture even if it's a trace. lol
