They are working for a Korean branch that works under the Organization (the organization that is responsible for enhanced humans, dr. crombel). This branch is secretly experimenting with enhanced humans, without permission from the organization. They were sent to see if Shin-woo and the other kid were worth recruiting. Not necessarily for enhanced human purposes, but more likely for the role of the people Shin-woo just beat the shit out of.

I'm personally guessing that if Shin-woo does get captured by them, they would want to enhance him though.

Anyone else expecting a "werewolf" noblesse thing to happen in the future? Cause i hope rai doesn't have this unstoppable winning streak for long; gets mad boring.
