^^^ This guy is correct. They never stated that they were completely equal. In the manga, they said that Madara and Izuna were at the top of their clan. This could mean Izuna is
2nd to Madara, because in this case, he would still be above the rest.
It's hard to compare they two when they have different strengths.
The 1st can use wood element (capable of stopping the most powerful of attacks), and he also possesses a godlike chakra pool (not counting his sage mode).
The 2nd can use Flying Thunder God-- granting him intense speed and assassination capabilities. Pair that with his Bringer-of-darkness technique, and he could fatally
injure someone without them laying a single punch. Moreover, the 2nd can use Edo Tensei. This means he wouldn't even have to fight someone head-on unless it's
necessary.
At this point, we can only assume that the 1st was stronger simply because he was the head of his clan. Although, we have yet to see a fully-powered 2nd Hokage.
We have no idea just how powerful he was towards the end of his life.
