the term is general geared to when there are chapters upon chapters of no action but just dialog, doesnt matter if there is a fight, i.e Obito "then madara" x sasuke after the itachi fight, kabuto flash backs " he was trying to use TnJ on itachi and sasuke during a fight", blah blah blah etc etc etc.. do you get it?
