i'm not sure if he wanted to kill it or anything, but he defeated it and was able to seal it in himself.
but since we was about to die he knew he was the only person who could hold the 10 tailed off
he divided it's power into 9 beasts and left the beasts to his sons or something like that

Hrm pretty sure he could have however i do believe like the current 9(not sure all can but definitely the 9 tails can) parts of the 10 tails it would have reincarnated later. i further assume he needed time to devise a way to stop the 10 tails permanently or what he though was permanent or at the very least some way for people weaker than himself(everyone?) to continue stopping the beast. hence the jinchuriku then the split.
Hrm How they built up kisame to be this unstoppable enemy for even above average ninja especially chakra based ninja as we learnt later. Madara seems like he will be the target of maito gai which should mean 8 gates sacrifice YAY!
well look at it this way, i'm sure that the idea of killing the ten tails had gone through the mind of the sage, but why didn't he do it?, why split the 10 tails into 9 different monstrous creatures that would later be the target of a huge amount of human suffering when he could have just killed the beast and gone on with his life. It's almost a certainty that he would have lived years longer with his amazing vitality and strength, but he choose to seal the beast within himself, lower his own life span, sacrifice himself to split it into 9 weak beings that would later cause the world mass destruction, not to mention later be manipulated by madara to reform the 10 tails.
conclusion? he couldn't kill the 10 tails, sure you can defeat the 10 tails, seal him away forever, but how do you kill the strongest thing to ever exist on the planet, it clearly has the strength to destroy the world. Next best thing? split it apart to make it more manageable.
also, we understand what has happened to the 10 tails, but how did it come to existence in the first place?.
