I see the same explanation multiple times and he still questions it.
Kayaba inputted into the game that certain people with specific skills (reaction time being one of them) can attain unique skills according to the prior skill.
In this case, Kirito's reaction timing was the fastest out of everyone who was still alive in the game. When exactly does the game "give out" unique skills, or register in how long it takes before the game says "____ is rank 1 in this specific skill", Or if Kirito could lose the skill if someone else all of a sudden attained the fastest reaction time -- I dont know the answer. But that's how he got it.
He got it out of nowhere, basically kind of like a game where they reward you or a quest popping up after Specific Conditions are met.
Its not unusual. And its not a random power up. :]
