Imo Pein can't seal Kuubi in others shinobi, 4th did that but he lost his life. And who want to have shukaku inside himself?!

That's why they have Madara, to control them like he did Kyuubi without putting them inside themselves to end all wars.

he doesn't want to end all wars. He wants to be in control of all wars. Akatsuki is gonna be the most badass mercenary system ever because they're gonna use the tailed beasts for whomever hires them. Eventually they will hold a monopoly on wars

actually..... the akatsuki's said it themselves that they were going to give each of the bijuu's to each member of akatsuki.
