One thing I'm certain of is that 2 of the 3 antagonistic forces are nothing but a means to an end. There is Sasuke, Kabuto + Oro (or just Oro now) and Madara + Obito. I think Kabuto + Oro's relevancy will be coming to an end before long. Orochimaru is still focused on getting Sasuke's body, which is a dragged-out plot that has lost major meaning since it developed in part 1. There are more important things at hand now. However, Oro could still have a major impact on the story depending on where he is currently headed with Sasuke. We're basically at the climax of Obito + Madara's plot. Obito already revived the Mazou and can supposedly use its power without Naruto + Bee's full body. Obito and Madara have everything they need for their plans right in front of them at the moment. The reason I say that Sasuke is most likely to be a final boss is because his plot is still developing. I think Sasuke and Naruto still have more trials to go through before their climactic meeting.
I'm glad we're on the same page, I'd hate to have to type this wall of text myself.
Also, you never know. If Oro manages to get control of Sasuke's body Sasuke/Oro merging could make Sasuke even stronger than Obito + Madara. Therefore making him the strongest antagonist, rivaling Naruto as the protagonist.
