Yep. That's one of my favorite parts of the series because we finally see Sasuke clearly outmatched and way out of his whole "cool and calm" element that he always stays in. He looked like a helpless whiny child that whole fight and it was awesome.

its speculation on both sides and unless kishi himself states it or for some wierd reason they have a fight in the manga(now ofc i agree kakashi was the better fighter when they were youngsters gai himself states this. however he believes now he's stronger :P)
