Itachi was supposed to be the next Tobi, but then Itachi was a good guy, he almost ran out of potential Tobi's when they destroyed the village (Make it so the Sharingan can only be used (efficiently) by future Tobis by eliminating the clan) but then Sasuke came around when Itachi didn't kill him, Tobi saw his chance, and tried to recruit a new Tobi.... Doesn't seem to be working out too well so far.
(Oh, and... He's just been int he shadows, never really becoming known, except now, where he has the power/potential to bring the Tobi ideals to fruition)

long hair tobi took off mask for kisame long ago when tobi was controlling the mizukage , short hair tobi took off mask for kisame cause of there previous relationship and kisame recognized tobi as the same person years decades later , so there is only 1 tobi and its not obito

madara said his self he awoken rinn, shortly before he died , we know nagato got madaras rinn, when he was a kid, nagato was a kid in the 2nd world war nagato is older then minato "4th hokage" sooooo madara died way way before obito was born
