I think it's fair to assume that Logia types have to activate their abilities. Assuming that the smoker incident is a writing flaw is kind of silly imo. Crocodile has been seen activating his with his eyes closed and Kizaru when he wasn't paying attention but I think they simply activated on reflex.

he is not always in pieces. Luffy is always Rubber. he is just immune to cuts/slashes. but he has to activate his fruit in order for him to come apart on his own. Luffy is just always rubber. lol... Like Diamond Jozu turns himself into Diamond. Mr.1 turns into blades.. there has been no one else that has been introduced that is a Paramecia that is always something..

That is kinda hard to tell if he was always steel. since he could have only activated while he was fighting. + he wasn't the steel steel fruit.. he had the blade blade fruit.
