If you read the first Romance Dawn then you will understand that there are 2 types of pirates. 1) Peace Mains that are just out for adventure/freedom which is the type of pirate Shank's and Luffy is. and the 2) i forget the name but they just enjoy obtaining material items such as gold and money. They are the ones that attack villages etc.

haki has always been hinted to be able to hit logias as Luffy was harmed by haki even though he is rubber on many occasions such as on SA and AL. After the war w/ Whitebeard there is a 2 year time-skip where Luffy starts training w/ Rayleigh to learn haki. In chapter 597 the training begins and Rayleigh explains haki. 598 2 years have gone by and Luffy learned the basics of haki in a year so there is no telling what is current level is when it comes to haki mastery. However in 599 we see him using it very well against the Fake Luffy
