It would be bad story telling because if he gives us a character with little to no prior indication to the plot, the impact of Tobi's identity would be basically nonexistent. He's been keeping his identity from us for this long so it would be dumb to just say "oh, Tobi is just this random Uchiha with no prior impact on the story or relevance to the main characters. There he is. Your main villain." If Tobi's identity isn't meaningful, then keeping it a secret for this long was absolutely 100% pointless.

Maybe, maybe not. I'd say we have a 40:60 chance of seeing his identity. I'm guessing no, as I always do. We're definitely getting close enough to the point where the week after next I'll actually be betting that we DO see his identity.
