Wait a minute I heard another theory that Tobi is Kagami. Do you guys think that this is true? From what I hear there is no reason why Tobi can't be Kagami at all. The second best theory is Tobi is a random person which I am thinking that is the answer myself. What do you guys think?

I don't think that theory has any legs under it. It just sounds like people stretching out a bit too far, looking for random Uchiha that it could be only because there's no way of disproving it right away. Kagami has had zero impact on the story thus far.
