Honest to goodness, I think Kishi has probably changed Tobi's identity more than once at this point. I would bet money that he's had an idea of who Tobi is, but has altered it. Or, he doesn't even know who he wants to make Tobi yet.

only way i could think its obito is obito got trapped into that dimension and time moves faster in there so he grew older in there trying to get out why he is older when he fought the fourth and kakahsi was stilla kid

but i dont like that idea at all
