cause acting isnt......acting not to mention he definitely didnt act sub par as those who faced his jokey personality quickly caught on he was strong

either way if it turns out to be obito i am going to have a great read which will result in hilarity at kishi's stupidity or my jaw dropping in awe at kishi's genius if he can get me to believe obito/tobis back story

also, experience is how one strengthens themselves.... judging by obito's age compared to the first appearance of tobi, it could be a father/son thing.

Tobi could of been tracking all the uchiha with zetsu spores and then just going to collect when the time is right
