My guess/theory is, Tobi is a clone of both Senju (first and second Hokage's DNA) and Uchihah (Madara and maybe his brother's DNA), but because he was brought up by Madara, he didn't know or wasn't taught anything about the Impure World Reincarnation.

He never said Tobi was revived. And the second hokage was revived when Orochimaru fought Hiruzen.

I thought that it was a pretty good event at the time but looking back on it I think that even a Temari vs Ten-Ten fight at this point would be more entertaining. Kishi has introduced a multitude of mountain-busting jutsu since then. Not to mention we have Madara who's absolutely destroying everyone saying that the First is the only one who could beat him but when we saw the First he made a big tree, used a kunai and that was about it. I suppose Kishi would do that fight differently now if he rewrote it, so oh well.
