Animes don't always make sense as others keep stating.. Maybe he wants the thrill of ruleing over people.. who knows?

Yeah if this anime made sense, this is what Akatsuki should have done far prior to the war:

Send Pain to every ninja village. Have him charge up a massive Shinra Tensei just like he did to Konoha. After he does it, just leave. Kill anyone that might follow you. Boom. Hundreds of ninja dead in a short time, all with virtually no way of defending themselves.

But, this is anime and doesn't make much sense.

Yeah.. Its kind of funny how Akatsuki was made of the most fearsome ninja and half of them ended up being raped by kids.. "but they were good kids" .. psh.. Although at this point Sasuke has done more damage to akatsuki than Naruto has (deidara, itachi, zetsu vs naruto's kakuzu, which wasn't even fully him, pein, again, had a shitton of information he shouldn't have..)

I definitely would have liked to see Akatsuki take out a lot more people than they did. They were hyped up to be the most dangerous organization in the world full of nothing but extremely powerful ninja and all they have to show for it is the death of Asuma. Obviously the jinchuriki were going down (I mean, the plot couldn't advance without that...). Still, I would have liked them to take out more people, maybe even some of the Rookie 9.
