If Kabuto knew what would happen with Madara, which I think he did, he would know that the jutsu wouldn't bind the SO6P. So I doubt we'll see him. Saying he could be controlled would be like saying he was weaker than Madara, which just isn't the case.
I doubt kabuto knew of the second "flaw" of edo tensei and i doubt anyone but madara and maybe a seal expert from uzumaki clan (who knows how madara knew) the so6p being binded by arguably the most powerful jutsu isnt far fetched. Im sure the so6p could also figure out a jutsu of his own to become immortal but he unlike madara prolly felt death was necessary (who knows lol)
tobi could be just about anyone and could easily be written to please the masses with anything we will have people who dislike the choice that is made and ofc it could also be the opposite and the majority will hate it but with how popular naruto is i highly doubt that outcome
and again why no damn 8 gates edo tensei summon freaking kishi!
