and obv he wouldn't need to be a spy on the navy but there is a lvl of government above the navy above the group of kings, could be looking for more information about them,
and in my theory gaarp joined the navy all gun ho and 100% about it then slowly experienced the injustice and the corruption the current government posses, and in my theory i think gaarp founded the revolution army or co founded it with dragon
