Goku Black is probably Goku from a future way farther than Trunks and he was chosen to be the Time God (of destruction/justice whatever) And he has no recollection of anything in his past and is programmed to do such bidding. And I bet that Makaioshin controls him or is his keeper.

good theory I had the same thought myself when I heard him say something along the lines of "justice will be served or w/e" as he was destroying future earth cities. Also that ring of time is a dead give away. I suspect though That whis nor beerus has ever encountered this time travelling Ki before either as they looked confused themselves.
