Your speculating on tsunade's abilities more than I am other people's abilities.

Fact: Tsunade spent most of her time drinking and gambling. Jiraiya said it. What else was she doing with her time? care to explain? All evidence pointed to her being a drunk and gambling addict prior to becoming hokage.

You can't you put Minato (Yondaime) in the same category as Kakashi - his student.
That's like saying Naruto and all his friends are in the same generation as Kakashi.

Also if you think about it Konohamaru is really in the generation after Naruto.
(As far back as I can recall) there has been nothing to say they have graduated from the Academy, while Shikamaru and Neji - and others - are already Jounin and Chunin
Once Konohamaru does graduate and become genin it's possible he would get them as a tutor.

Doesn't mean there in a generation, shikamaru and neji are geniuses so they skipped ahead, that's like saying a genius who's 10 who graduated college already is in a different generation tutoring another 10 year old.
