when itachi was in front of kabuto's face.. why didn't he just use tsukuyomi there

itachi was still able to turn to crows in front of him, doesn't that mean kabuto is susceptible to genjutsu?....plus tsukuyomi isn't a normal genjutsu

im really starting to hate kabutops. They just keep making up new imaginary powers beyond the world of ninjas. Hope he dies already so we can get on with the itachi speach/madara storyline.
Watch Naruto fight sasuke and struggle to beat him up but kabutops ez pks him in a bm 1v2 fight.
