Seastone bullets is overthinking it. A yonkou's first mate wouldn't be renound for tricks like that.

We've seen Kizaru ignore bullets in the past (ref his arrival to seabody). Yet when Benn in particular points a gun at him, he freezes and complies with what is asked. We know that Benn in particular is what makes the difference in this situation, because kizaru expressed such surprise at the name, and only complied after this realization.

Without making up reasons out of thin air, haki is the only real and obvious option available.
