So is Tobi Madara or is Madara in another mask? Could it be possible Tobi is just a double to disguise madara's intentions? Or could it be Madara takes over tobi's body at times just like nagato does with yahiko with the Deva path?

Tobi is not Madara. Madara was revived by Edo Tensei. I doubt that Madara is using some sort of mind control on Tobi. Madara has been dead and gone for quite some time and I doubt he directly has anything to do with Tobi at this point. I'm sure he taught Tobi, or took him under his wing to start this plan or something, though. My guess is that Tobi has something to do with Zetsu, maybe even pertaining to Madara's chakra.

Hmmm I think you're right, Because when Tobi get's his arm damaged he has some weird white ooze coming out from his sleeve. This could possibly be that maybe he's just a form of zetsu.

Probably. That's the thing that makes the most sense to me so I'm sticking to it for now.

did orochimarus face peel or melt like that before?

I'm not sure if it has from battle damage, but I recall seeing Orochimaru peel his own face on an instance or 2.

It could be, but I'm done speculating about Tobi's identity. Right now, I'm going with something Zetsu-related because that's what makes the most sense to me and it also has a decent bit of evidence to back it up. I'm not going to ponder it anymore because I'm tired of frustrating myself.
