i have decided that Tobi is the creator of Zetsu, and has many qualities like him, if hes not zetsu himself.

1. hes Zetsu and he has the DNA from Madara which is why he can play the part + hes been collecting eyes
2. Zetsu is someone created by Orochimaru (just makes sense) and orochimaru holds a much bigger piece of this war then meets the eye

also, i think that the 4th hokage was actually the strongest hokage, i know its a long shot compared to the first, but we can give credit to the 4th for being tobi, and the 1st for Madara, and since they assume to be the same people, then they are at least close in strength
